Angola’s National Oil, Gas and Biofuel’s Agency (ANPG) has officially launched through the Presidential decree 49/19 of February 6, and has been gazetted in Angola’s national journal.
The ANPG’s principal responsibility is to act as the national concessionaire of hydrocarbons in Angola, a role previously held by the country’s national oil company Sonangol.
During the next 120 days, the ANPG will take over necessary human resources and assets from Sonangol. All existing agreements with Sonangol as a concessionaire will be honored by the agency.
The official definition of the agency’s functions is to regulate, supervise and promote the execution of oil industry related activities, namely operations and agreements in the domain of oil, gas and biofuel.
The decree outlines the agency’s functions in detail. Its main powers and responsibilities are contractual management of the oil and gas sector, executing the government’s policies, promoting investment and specialized training for professionals in the oil and gas sector.
There is special mention of honoring ‘good practice’ according to international standards and establishing relationships with other international agencies and relevant international organizations.
One of the first public acts of the ANPG will be a new licensing round at the Angola Oil and Gas 2019 conference to be held on June 4-6 in Luanda. This conference is the first of its kind in Angola and is organized by Angola Oil and Power.
